The
Special Feature in this issue of Premier Outlook details the collaborative
efforts between Maryland’s police department and Maryland’s
Traumatic Brain Injury Demonstration Project to produce the Police
Training Series: Police Interactions with Persons with Brain Injury.
The project, spearheaded by Dennis O’Toole, a seasoned law
enforcement veteran, and Sharon Cullinane, project director of the
Maryland Traumatic Brain Injury Demonstration Project, resulted
in a video and accompanying workbook that gives officers the tools
necessary to quickly identify and assist individuals who have become
involved in a police interaction as persons with brain injury.

authors Joanne M. McGee, Ph.D., and Cynthia A. Plotts, Ph.D., discuss
landmark cases and the subsequent laws passed to guarantee free
and appropriate public educational services to all children with
disabilities, regardless of the severity of their disability, and
Child Find, a search process to locate students who would benefit
from these mandated services. The Manifestation Determination is
discussed as it relates to the child with a brain injury and associated
behaviors that would normally result in disciplinary action.
