In this issue of Premier Outlook, we have interviews with the Honorable U.S. Congressmen James C. Greenwood [retired] and William J. Pascrell, Jr. who played key roles in the creation of the TBI Act of 1996, as well as the formation of the TBI Task Force. In his interview, Representative Greenwood speaks plainly about his view that “… most members of Congress, while they have heard of cancer and they have heard of multiple sclerosis, [they] have not heard about head injury.” This view is echoed by Representative Pascrell, who states, “Most in charge of appropriations are simply uninformed.” Their insights set the stage for the rest of the issue.

In Plain Talk: An Overview of Public Funding for Brain Injury authors N. Crow and R. Pierce discuss the funding options that may be available to individuals with acquired brain injury. In From Sea to Shining Sea: Services and Support for Brain Injury, Managing Editor, Joanne McGee, Ph.D., works to build awareness of the available state services for individuals with brain injury. With the permission of the National Association of State Head Injury Administrators and the authors, S. H. Connors, A. King, and L. Vaughn, Premier Outlook adapted a comprehensive table detailing the services and supports available in each state.

Premier Outlook’s Editor-in-Chief, Paul Chotkowski, sums up the feelings of the editorial board and of everyone who worked on this issue of Premier Outlook in his editorial entitled We have seen the enemy … and he is us. Chotkowski notes, “It is an important first step [toward fixing the problem] to realize that when the dollars are counted, we have failed to make the case for those in need. . . . It is our hope that this issue of Premier Outlook will further the cause for increased funding: funding for research, for education, for prevention, for treatment, and for dignified age-appropriate long-term care.”
